Funnily enough, it seemed to be reachable through Dubai's airport wifi. Also the iPhone's Twinkle application can get to it, but I guess it's using some API and not accessing the main site.
I think it's the first time I'm in a country blocking a site like Twitter... I'd have thought other sites such as Myspace would also be blocked but apparently aren't.

What other sites doesn't work? Skype perhaps?
Thinking on this, it'd be an interesting project to automatically check a list of URLs (user submittable or something) from different countries that are known to block.
But it might be hard to get someone or hosting to run the URL checker from countries with censorship.
Or, there might already be such a project?
True, Skype.com doesn't work either.
There's such a project going on. I've heard this talk in PyCon where they were looking exactly into that kind of censorship, check it out
Many "social sites", or the common players from the web2.0 are blocked. Last.fm (wow, there's porn), twitter, flickr, myspace, etc..
A site called ProxyWatch (link) watches the monitor.
